Jock Finlayson's study addresses the constraints and options facing Canada in the context of a review of literature on Canadian economic foreign policy. Such a review is much needed, and will fill a gap in the writings on Canadian external relations. The second paper, by Michael Webb and Mark Zacher, focusses on the international constraints affecting Canada's trading position.
