"In the past number of years, Statistics Canada has moved increasingly towards the use of generic recruitment and development programs to hire and promote staff. A task force from Field 5 was assembled and given the mandate to examine generic hiring practices as they exist, in order to make recommendations on how these generic boards could be improved. This paper is a result of their findings. It illustrates concerns and problems relating to the generic hiring process, from the perspective of managers and candidates, and it lists a series of recommendations intended to resolve these issues. The ultimate goal of this report is to ensure that the best candidates are recruited on any given board, that competitions are standardized across the bureau and that the process is fair and equitable for everyone involved. These notions rest on the fundamental belief that our human resources are our most important asset"--p. [i].
