"The project was to develop criteria for ‘good (high quality) governance’ in countries like Canada for the next twenty years. Governance (more than government) meaning ‘how societies steer themselves’. The work was carried out by Ruth Hubbard in collaboration with the Governance Centre at the University of Ottawa and the Public Policy Forum(PPF), over the period July 1999 to June 2000. The work was stimulated and shaped by the thinking and writing of Professor Yehezkel Dror. It also benefited significantly from the multi-stakeholder ‘Renewing Governance Project’ organized by Steve Rosell of the Meridian Institute."--Introduction.
