"The broad outline of the course of unemployment in Canada since the end of the War is well known and there is no need for recapitulation here. In Table 1 and Chart 1, it may be observed that while overall levels were generally low for the first postwar decade (averaging less than 3 1/2 per cent for the period 1946-56) there was a sharp increase in rates after 1957 which persisted well into the 1960s. The deterioration of employment conditions after 1957 generated a lively debate in both Canada and the United States (where similar conditions prevailed) over the source of the higher level of unemployment and the most appropriate policy measures which should be adopted to combat it. ..."--Intro.
