"Interest groups have tended to develop relations with the level of government concerned with their respective activities: resource industries with provincial governments, for example, and pan-Canadian transportation and communications industries with the federal. They have become involved in policy-making through the elite-accommodation process and through formal opportunities offered in governmental forums that seek information and invite influence. But where friction has developed between the two levels of government, interest groups have found themselves frozen out while governments settled their disputes themselves."--p. [151].
