"On 5 February 2015, the Minister of Natural Resources requested the National Energy Board (NEB) produce a report on Best Available Technologies (BAT) used in federally-regulated pipelines. The original request from the Minister included a focus on pipeline materials, construction, emergency management and emerging technology. In the spring of 2016, following the election of a new government a few months earlier, the new Minister updated the request to include a focus on environmental considerations. This report gathers information about Best Available Technologies (BAT) and emerging technologies in the pipeline industry, including best practices and tools. It relies on expert information from industry, academia, other governments, and the National Energy Board (NEB) and is intended as a general reference. The goal of the report is to better inform the Minister of Natural Resources about current pipeline technology, particularly relating to questions of safety and the environment”--Executive summary, p. 7.
