"Conclusions reached in this report may be very briefly summarized as follows: 1. The need for substantially improved transportation facilities, urban highways and public transit, has been demonstrated. 2. While the provincial governments are becoming increasingly aware of the needs in this field and most are increasing their aid programmes, generally the needs are not being adequately met; the rate of capital investment in urban transportation facilities must be substantially increased. 3. The financial resources of urban municipalities must be supplemented by increased aid from senior levels of government in order that capital investment in urban transportation facilities achieves an adequate level. 4. Financial assistance to urban municipalities in meeting their transportation needs must be accompanied by a coherent national policy in this field, senior government legislation outlining long-range financial policy applicable to this field, and definite financial and technical assistance toward planning and implementing future capital investment in urban transportation facilities"--Foreword, p. 6.
