"The use of satellite and non-satellite distress beacons and low-powered personover-board homing devices is proliferating in the maritime environment. In recent years the COSPAS-SARSAT System continues to detect more and more of these devices. Although the activation of these devices is meant to be for distress incidents, there is an increase in false activations"--p. 3.
