"The Canadian Intellectual Property Office (CIPO) is a Special Operating Agency of Innovation, Science and Economic Development Canada (ISED) responsible for the administration of Canada’s system of intellectual property (IP). This includes the granting of patents and the registration of trademarks, copyrights and industrial designs. CIPO’s mandate is to deliver high quality and timely IP products and services to customers, and to increase Canadians’ awareness, knowledge, and effective use of IP. CIPO operates on a cost-recovery model based on revenue from IP applications and maintenance fees. Patenting is CIPO’s largest business line, generating 79% of its revenues. CIPO’s Patent Branch and Patent Appeal Board administer the patent application and granting processes. The purpose of this evaluation was to assess the relevance and performance of CIPO’s patent services.
