Chapter 1 provides an introduction and background to the document and describes the intended audience. It also discusses the significance of this important issue. Chapter 2 provides an overview of issues affecting vulnerability in later life. Chapters 3, 4 and 5 provide data concerning the incidence, consequences and issues for action in relation to injury in later life, abuse of older persons, and crimes against older persons, respectively. Chapter 6 consists of a checklist which jurisdictions can use to examine their progress in terms of enhancing safety and security in the three areas of injury, elder abuse, and crime"--Introd., p. 1.
