"The purpose of this report is to assist the CMHC in its evaluation of four former rental housing stimulation plans: the Limited Dividend Program (LD), the Assisted Rental Program (ARP), the Multiple Unit Residential Building Program (MURB), and the Canada Rental Supply Plan (CRSP). The focus of our report is on the economic impact of these federal programs. We assess their impact on starts and the stock of multiple housing, as well as rents, vacancy rates, and the price and stock of single housing. We determine the impact of these programs on the aggregate level of output and employment, and their cyclical variability, as well as on federal and provincial surpluses or deficits."--Introduction.
