“The evaluation of co-operative housing programs is restricted to the three unilateral federal programs which have been in existence since 1973 to financially assist in the development of co-operative housing. Earlier co-operative housing projects which were funded by the federal government as pilot projects will not be specifically reviewed. The relatively small number of co-operatives jointly funded under the post-1985 Non-profit Housing Program is included in the evaluation for comparative purposes but will not be evaluated until a future date"--Introd., p. [1].
