"The paper which follows has been prepared in response to a request by Ole Ingstrup, Senior Advisor and Skelton-Clark Fellow of Queen 's University, Department of Political Science. Statistics Canada was selected on the basis of our sustained high performance, leadership and adaptation, and our commitment to our mandate, to respond to a survey which will be used as input to a book entitled "Government at its Best." The book is intended to be a workbook for principled and focused change in the public sector"--p. [i].
