A review of evidence of the effectiveness of CIDA's grants and contributions . : CD4-134/2006E-PDF

"This review was conducted as an input to support the Agency's renewal of its terms and conditions that expired in March 2006, but as an interim measure, they were renewed for 1 year. The Treasury Board (TB) policy on Transfer Payments (TP) requires, "a formal program evaluation or similar review, and report on the effectiveness of the transfer payments when requesting renewal of terms and conditions". (TB Policy on TP - para. 7.3.7). Much of CIDA's investments are Grants & Contributions which are governed by the TP policy. In addition, TB requested a review of direct budget support to maintain the specific exemptions obtained in 2003 regarding cash management and reporting requirements."--Introduction.
