520 |a"This report is a critique of the assumptions and implementation of the Department of Indian Affairs and Northern Development’s programs for the provision of housing for Eskimos. A brief background of these programs is given. Subsequent emphasis is on those aspects of the programs which constitute planned social change. The adult education program associated with housing, the design of the housing, and the mechanisms for local control of the programs and their role in promoting self-government are discussed.
