"The purpose of the study was to ascertain the merit of the Social Programs operated by the Oo-Za-We-Kwun Centre Incorporated. To accomplish this end, CIR used a conceptual approach that focussed [sic] upon four components of the overall system; rationale, design, operation and impact.
