"Since 1966, Statistics Canada has produced estimates of undercoverage for each Census of Population, based on a study known as the Reverse Record Check (RRC). Although there are other methods of estimating undercoverage, each of these methodologies is, in the Canadian context, likely to result in less reliable estimates of undercoverage than the RRC. The latter does, however, have some deficiencies, and it is the purpose of this paper to point out the main limitations. Those aspects of the methodology that can lead to errors and uncertainties in the RRC results are reviewed, and attempts to corroborate these results with other sources of data are described. Although there are some unresolved problems, the RRC remains the best vehicle developed to date for estimating undercoverage in the Census of Canada"--Abstract.
