"During the past year there has been a heightened interest in the activities undertaken through Grant and Contribution (G&C) Programs in the Federal Government, the focus of the interest being in the diligence of management of funding arrangements. In this respect, on June 1, 2000 Treasury Board of Canada Secretariat (TB) issued a Policy on Transfer Payments outlining policy and procedures relating to management practices for the funding Programs"--Intro., p. 1.
