"I want to talk about the Indian Act, and I want to start out with a few basic principles before describing the present Act and then to suggest some possible lines of change. I think we can agree that we have a special responsibility to the Indians of Canada. My Department spends over $120 million per year on that basis, and it is money spent for a good purpose. I think we can also agree that the aim of this responsibility is to give Indians as broad an opportunity as any Canadian to live a full and productive life, and this must be done by attacking conditions of poverty, lack of education and skills, a high unemployment rate, poor health and a consequent lack of mobility and all of the other enemies of opportunity. That is where the money is going now, and where more will go in the future. Every man must have the tools to make the most of his individual life."--p. 2.
