“The Committee heard that continued investment in clean technology would advance both the economic competitiveness and environmental performance of the natural resources sector. On the other hand, the Committee heard that capital-intensive innovations and/or technology transfers can present certain business risks for natural resource companies. In a sector comprised mostly of capital equipment industries, characterized by volatile commodity prices that create boom and bust cycles, there is a general propensity to risk-aversion with regards to the adoption of untested innovations. Many larger companies are concerned that taking on a new technology risk would disrupt their production, while SMEs struggle to finance capital-intensive projects. In view of these challenges, the Committee invited a wide range of experts from government, industry, academia and civil society in order to discuss policy instruments designed to de-risk the adoption of clean technology in Canada’s natural resources sector. This report presents the Committee’s findings according to five themes: 1) market regulation; 2) technology development through the commercialization gap (the so-called “valley of death”); 3) federal subsidies and services; 4) cross-sectorial and international cooperation; and 5) recommendations to the Government of Canada.
