"The term self-government is richly evocative. In some places, it calls up visions of independence and freedom for the oppressed, images of release from colonial exploitation. The term has different connotations for citizens of the independent nation-state, who may mean by it an escape from bureaucracies and public routines. Two problems with the use of the concept are that it applies to both groups and individuals and that it applies to each level of modern government-national, state, regional, and local-that we analyze."--Preface, p. ii.
