"This report is the result of a survey, taken during the summer of 1969, of Indian and Eskimo representative co-operatives throughout the north. Essentially, the purpose of the survey was to test the effectiveness of current co-operative training programs and to assist in the direction of future co-operative educational programs for people in the north. The approach taken was that of a functional analysis of certain pre-assigned co-operatives in northern areas accompanied by an occupational analysis of these functions with respect to managing, directing and clerking"--Introduction, p. 1.
