520 |a"A 1981 cabinet document entitled "Indian Economic and Employment Development" made arguments for major shifts in federal policy direction. Recognizing that successive government initiatives and massive expenditures had failed to lessen native dependency, a new strategic approach was proposed, aimed at enhancing native economic and social self-reliance. Comprehensive, community-based approaches were seen as offering substantial possibilities for long-term benefits. Attention was paid to the potential of community-owned enterprises to foster native self-reliance.
