"Variable renewable energy technologies (i.e., wind generation and solar photovoltaic [PV] generation) represent an attractive strategy in many provinces and territories to assist the electricity sector contribute to Canada’s greenhouse gas (GHG) emission reduction commitments. Across Canada, conventional fossil fuel generating units are being retired in response to these same objectives. These changes are affecting the requirements for and availability of three “essential reliability services” (ERS) that system operators rely on to maintain reliability of the bulk electricity system. The purpose of this report is to provide policy makers and regulators with an overview of the ERS needed to maintain a reliable bulk power system; to identify and describe the generation sources that provide these services; and to review policy and regulatory initiatives that are being pursued to increase the number of resources that can provide these services"--Executive summary, p. 1.
