"Methodological problems associated with designing continuous sub-annual surveys tend to be more complex than the ones encountered in other surveys, because of the skewness of the universe and also the highly dynamic nature of the sampling frame. The purpose of the paper is to highlight the problems, especially those relating to the creation of sampling frame, sample rotation, selection of births and elimination of deaths. Three methods of sample rotation are described. Some practical solutions to these problems are proposed which attempt to ensure that the sample reflects the structure of the population at any occasion"--Abstract.
