5200 |a"Today I am releasing the federal government’s Response to Renewing Youth Justice, the Standing Committee on Justice and Legal Affairs' report on the Young Offenders Act. This Response outlines the government’s proposed strategy for renewing Canada’s approach to youth crime, and focuses on three areas: promoting crime prevention and effective alternatives to the formal youth justice system; ensuring that youth crime is met with meaningful consequences; and emphasizing rehabilitation and reintegration. To implement the strategy and to underscore our commitment to the renewal of youth justice, I will ask Parliament to replace the Young Offenders Act with a new youth justice statute. This will send a clear signal to Canadians of all ages that a new legal framework is in place. The new legislation will address the weaknesses of the Young Offenders Act, while building on its strengths. It will recognize the clear distinction between violent young offenders, from whom society needs to be protected, and the majority who are nonviolent, lower-risk youth. The strategy will provide for different and appropriate measures to deal with both. ... Furthermore, the Premiers have signalled support for federal, provincial and territorial cooperation to discourage young people from turning to crime and to help rehabilitate those who do. The interest and willingness of Canadians, and of all orders of government that represent them, to work together on this issue will be the foundation for an effective renewal of youth justice.
