"In its final report to Parliament in 1948, the Special Joint Committee of the Senate and House of Commons on Indian Affairs, which had convened over a period of three years, recommended that in the field of education steps should be taken, and I quote, "to prepare Indian children to take their place as citizens"; and to quote further, ''Wherever and whenever possible, Indian children should bs educated in association with other children." How far have we succeeded in carrying out this mandate?"--p. 2-3.
