"The question of release of the information held by government departments has received considerable attention in the last two decades for a variety of reasons. These have been examined in detail by a number of groups and individuals, ranging from Senate committees to commissioned studies. Important background to an examination of this question can be found in the reports of the Senate Committee on the Mass Media ... From the standpoint of government, there probably are several landmarks of the 1970s relating to the release of information.
