"In 1965, the Walpole Island Band embarked upon an experiment that was then unique among Indian bands in Canada. They were to govern themselves for a trial period of one year through their elected Chief and Council without the close superintendance of an Indian agent representing the Indian Affairs Branch. This achievement was the result of a community effort extending over several years under the leadership of Chief Burton Jacobs."--Introduction to the Study, p. 2.
