520 | |a"In the wake of the Alberta and Ontario floods of 2013, the federal government established the National Disaster Mitigation Plan (NDMP) in April 2015. The program has several priorities including providing support to provinces to identify, assess, plan for and mitigate high-risk flood areas and to collect disaster risk information. Similarly, the National Scale Geohazard Risk (NSGR) project has a mandate to support “research of best practices to reduce economic, social, and environmental losses from geohazards in Canada, through i) development and/or modification of tools to deliver targeted regional and national geohazard risk assessments, and ii) engagement of priority end users in development of product tools and methods with planners, emergency managers, and other responders, and decision makers for table-top exercise”. Furthermore, as an endorsee of the United Nations post-2015 Hyogo Framework for Action Agreement (Sendai Framework), the federal government seeks to meet the Sendai Priorities. In early 2016, Ebbwater Consulting was retained by Natural Resources Canada (NRCan) to review and assess the existing risk management tools supported by NRCan, and to provide a strategic plan to ensure that risk assessment tools are available and meet the mandates of the NDMP, the NSGR, and the Sendai Priorities; providing the federal government with a Way Forward for Risk Assessment Tools in Canada"--Executive summary, p. ii. |
