"In the late 1980s, Transport Canada concluded that air traffic congestion at Toronto’s Lester B. Pearson International Airport (LBPIA) required corrective action. Accordingly, on August 18, 1989 Transport Canada released “Aviation in Southern Ontario: A Strategy for the Future,” which broadly addressed the question of appropriate response to the growing demand for air traffic capacity at LBPIA. This strategy called for the development of LBPIA to its “optimum” capacity to the year 2011, as a medium-term measure. For the longer term, the strategy contemplated the development of other airports in the area, in accordance with a system-wide plan for air transportation in southern Ontario. An element of the medium term strategy was the proposed construction of additonal runways at LBPIA, a proposal involving potentially significant positive and negative environmental and socioeconomic impacts. Accordingly, a full federal environmental assessment was ordered. This report is the first of two that will be issued by the federal Environmental Assessment Review Panel appointed to conduct the review"--Intro., p. 1.
