"The Canadian Environmental Assessment Research Council (CEARC) is an independent body with broad representation from government (federal and provincial), industry and universities. Its mandate is to improve the effectiveness of environmental assessment in project decision making as a mechanism for maintaining a quality environment. The Council’s principal strategy for implementing this mandate is to identify research needs in the science and procedures for undertaking environmental impact assessment (EIA); to provide seed funding to assist in undertaking this research; and to encourage the adoption of improved methods of EIA by environmental agencies and the private sector"--Intro., p.
