"This present report of the inter-departmental committee is purposely tentative in form and is to be used as a working memorandum within the Dominion Bureau of Statistics. One result of this is that space is allotted in proportion to the complexity of the problem, rather than its magnitude, an important although conceptually simple concept such as salaries and wages requiring very little discussion.
