"The Office of the Public Sector Integrity Commissioner’s (PSIC’s) mandate is to enhance public institutions by establishing and maintaining effective procedures for the disclosure of wrongdoing and for protecting public servants who disclose wrongdoing. Given its important role in this conversation, PSIC commissioned this evidence-based white paper to examine the research on the dynamics of whistleblowing and fear of reprisal. This paper is divided into three sections. The first examines the psychology of whistleblowing, including fear of reprisal. The second section highlights the factors that influence our decisions about whether to speak up. The paper concludes with a series of evidence-based recommendations and strategies, which may be implemented to foster a safer environment where people feel more comfortable sharing their concerns"--p. 3.
