520 |a"In accordance to the framework of the procedures, guidelines and program objectives at the national level as outlined in the "1980-81 Plus" Call Letter, the Saskatchewan Region applied the following process in preparation of their Action Plan 1980-81. The Region's Action Plan is based on the development and delivery of programs articulated through a process of consultation and participation. Within the framework of the Regional/National Action Plan Guidelines, the districts/agency organized a team approach in the preparation of their plans. Specific grants and contributions allocation was negotiated and finalized through a consultative process with each band at the district/agency level. Regional Program Action Plans were prepared by each activity manager through review and consolidation of district plans. Extensive ongoing consultation was carried out at the regional level by program managers and staff. Regional Action Plan is based on the information obtained through district/agency and regional program action planning process"--Action plan procedures, p. 1.
