"Overriding objectives related to: cultural identity - the individual self and collective self; social security and stability; economic effectiveness. Needs in education are identified by bands and by parents. Based on identified needs the Department provides for the delivery of education services to Indian communities. Today, the general aim in education has become one of social education superseding the process of knowledge information which prevailed for so long in the past. Indian control in education is the cornerstone of education policy and permeates all issues"--Background to education issues, p. 2.
