520 |a"This paper describes a new approach to the development of statistical information with respect to health. We start the diagnosis of two fundamental problems in the current set of Canadian health-related statistics. The first is the serious imbalance in coverage, with far mor data collected on the inputs to the health care system, and much less on the health status of the Canadian population. The second problem is the lack of coherence. Unlike other major statistical systems such as the System of National Accounts and population demography, health data do not "add up". They appear in compendia primarily as a matter of juxtaposition. These problems are being addressed by the development of a new conceptual framework for a System of Health Statistics. The Population Health Model (POHEM) is a central component of this ongoing work at Statistics Canada. This paper gives a general overview of the raison d'etre of POHEM, its construction, and recent illustrative results, particularly insofar as they allow problems on non-sampling error to be addressed."--Abstract.
