"This report presents the findings of the Public Safety Canada’s Horizontal Evaluation of Canada’s Cyber Security Strategy (CCSS). The evaluation was conducted to provide Canadians, parliamentarians, Ministers, central agencies, and the Deputy Ministers of the participating organizations with an evidence-based, neutral assessment of the governance, implementation and performance of the Strategy. Released on October 3, 2010, the Strategy outlined the Government of Canada’s response to the growing need to secure Canada’s cyber systems and protect Canadians online. To that end, the Strategy laid out the Government of Canada’s plan to secure its cyber systems, as well as its vision for partnering with the provinces and territories, the private sector (including critical infrastructure owners and operators), academia, international allies, and individual Canadians to address threats to cyber security in Canada"--Introd., p. 1.
