"An accurate analysis of regional socio-economic conditions is an integral part of a land use report, a development feasibility study, or an appraisal of market value. A land use report essentially relates physical characteristics of a specific parcel of land to socio-economic conditions in order to determine the highest and best use of the parcel. A development feasibility study examines the capability of a parcel of land to produce an income if developed for a specific use. An appraisal of market value or an appraisal of loss or damage caused by a taking of land begins with an analysis of regional socio-economic data. This analysis is the one basic component of an appraisal which influences all other calculations"--Purpose and scope, p. 10.
