"This report reviews the band election process governed by Sections 74 to 80 of the Indian Act and the customary systems of election/selection now operating on Indian reserves; complaints and abuses under both systems; the main reason for the reversions from elective to customary systems; related issues such as the Indians' difficulty with the non-Indian concept of democracy; some of the impacts on Indian communities of these reversions to custom; the concerns of the Department of Indian Affairs; and recommendations to deal with the main issues"--p.
