"When the Government issued its Statement on Indian Policy last June the response of the Indian leaders was almost unanimously unfavourable. They voiced their rejection of the Government’s views in harsh and uncompromising terms, complaining that they had not been consulted and asserting that the Government’s aim was cultural genocide. In the intervening months some Indian individuals and groups have spoken favourably of the Government’s proposals, but generally the flow of criticism continues. Although the attitude of some of the Indian leaders seems to be moderating and several provincial associations are planning discussions at the grass roots centred around the policy proposals, it is correct to say that it has not yet been possible to begin constructive discussion of the policy"--p. 2.
