"The purpose of this report is to present a research-oriented perspective on the proposed changes to EARP. In preparing this document CEARC reviewed the results of the first four years of its research activities. It also held a joint meeting with the Canadian Environmental Advisory Council (CEAC) to discuss the reform of EARP. Based on that meeting both Councils agreed to develop separate, but complementary, reports that reflect their particular interests and mandates"--Introd.
