"Flood levels in rivers are difficult to predict accurately from flow data. When floods are accompanied by ice jams, the predicted flood level becomes even more difficult, if not impossible, to deduce. This paper moves significantly towards providing a way to handle ice jams and grounded ice jam problems. Analysis is confirmed by experiment and the expressions contained in the paper are therefore probably reliable and useable by experienced persons for real situations"--Management perspective.
