"Sales of Migratory Game Bird Hunting Permits rose from 368 000 in 1966, the year when the permit was introduced to 525 000 in 1978, then fell to less than 415 000 in 1984. Although the recent declines have been steepest in the prairie provinces, where decreasing hunting activity and success have accompanied a great reduction in numbers of the preferred game ducks, they have occurred throughout the country, even in the Atlantic provinces, where hunting success has recently increased"--Abstract.
