"Environmental assessment (EA) has traditionally been a “front end” process, concentrating on the prediction of impacts and virtually ending at the decision stage. There is increasing interest in the “back end” of the EA process - in making EA an instrument for the management of impacts over time. This report explores the potential expansion of EA into a long term management instrument. Principles for a successful transition are proposed, and several frameworks, theories and strategies are discussed in terms of their likely contribution. Reference is made to case studies drawn from Canada’s north"--Exec. Summary.
