"In the spring of 1991, following the turbulent events of the previous year that had seen the death of the Meech Lake Accord and the stand-off at Oka, the Government of Canada announced its intention to create a Royal Commission to examine the place of Aboriginal peoples in Canada. It asked Brian Dickson, the former Chief Justice of Canada, to consult widely about what the Commission should examine and who should be on it. On his recommendation, Georges Erasmus, former national chief of the Assembly of First Nations and René Dussault, a judge of the Quebec Court of Appeal, were appointed chairpersons"--Introduction, p. 2.
