"The National Energy Code for Buildings (NECB) sets out technical provisions to address energy efficiency in the design and construction of new buildings and additions to existing buildings. In the context of the NECB, the use of the term “energy efficiency” shall be understood to mean “energy use efficiency”"--p. vii.
