"Indians have been required to have passes or permits for a variety of purposes including, for example, permits to sell livestock and to live abroad for over five years. The purpose of this report, however, is to investigate restrictions intended to confine Indians to their reserves. The prohibition of attendance at various performances held off the reserve is the only limitation of this nature to be found in the Indian Act"--p. 2.
