"In the last few months a whole sequence of events has developed with regard to the future status of native Indians and Eskimos living in the province of Quebec. On February 24, 1971, at a press conference held in Quebec City, the leaders of 17 Eskimo community councils in New Quebec agreed in principle to a Quebec government proposal for the creation of a regional government that would enable them to work out, in co-operation with the Quebec government, the pattern of their political future"--Introduction, p.
