"From the time of the first British settlement in New England, the title of the Indians to lands occupied by them was conceded and compensation was made to them for the surrender of their hunting grounds. The Crown has always reserved to itself the exclusive right to treat with the Indians for the surrender of their lands, and this rule, which was confirmed by the Royal Proclamation of October 7, 1763, is still adhered to"--p.
